Local Support Allocation (Caf/Nloc)

Ref: CATO 17-34 – Local Support Allocation

The Local Support Allocation (LSA) was introduced in 2006, replacing the Cadet Contingency and Band Grants.

In essence, the LSA was created to provide financial support to local Sea Cadet units, assisting with their operations, training, and activities.

It is a key component of the funding and resources provided to ensure the Cadet Program functions effectively at the local level.

The calculations for LSA reimbursements are based on the cadet unit population from the preceding year of the annual statistics. Each corps receives a base allocation of $600, plus an additional $45 for each cadet.

While the LSA amounts are calculated based on the above, Cadet Corps and Branches should be prepared to submit additional receipts for consideration as you may be eligible for additional funding.

Eligible LSA Expenditures are defined within CATO 17-34, and are categorized in three areas to support cadet corps operations: Non-Eligible expenditures include assessments fees, gifts or scholarships, capital equipment.

The use of LSA funding is not intended to undermine CAF policies in the procurement of assets, where its the responsibility of DND/CAF. NL Branches and Commanding Officers are encouraged to work together in completing the LSA Claim. The LSA must be applied and the Branch will need to provide receipts for the expenditures. The LSA reimbursement is a great opportunity to extend the Branch funding model by taking advantage of the this additional CAF support for cadet related activities. As part of the submission process, the LSA claim requests must be submitted through the Commanding Officer of the cadet corps/squadron and must include certification that the NL Branch agrees with the request.

The RCSU will coordinate and announce the submission deadlines; generally, the deadlines are December 31st and mid-February.

In the event of questions, Branches are encouraged to consult with the Corps Commanding Officer and Division, as required.
