PURPOSE
The Navy League of Canada is committed to ensuring a safe, healthy, and respectful environment for all volunteers, cadets, staff, and guests.This policy establishes clear expectations regarding the possession, use, and influence of drugs, alcohol, smoking, and vaping within Navy League programs, events, and facilities. One of the aims of the NL Cadet Program is to promote a healthy lifestyle and physical fitness. As such, developing healthy habits in our youth is a priority for the program and providing an environment free of smoking and vaping is of primary importance.
SCOPE
This policy applies to:- All Navy League of Canada volunteers, cadets, employees, and officers.
- All Navy League - sanctioned activities, including training, parades, meetings, fundraising, events, and travel.
- All Navy League premises, vehicles, and accommodations used during official activities.
POLICY STATEMENT - SMOKING
Adults and volunteers that support League will only consume tobacco or vaping products in authorized areas. Tobacco and vaping products should be consumed by adults out of sight of cadets and in designated areas.The Navy League of Canada prohibits the possession, use, or distribution of illegal drugs, cannabis (non-medical), alcohol, smoking, and vaping products during any Navy League–sanctioned activity or while representing the organization in any capacity.
Adults and volunteers that support the League will not provide, encourage the use of, or sell any tobacco or vaping products to any cadet, regardless of age, or other staff members who are under the legal age permitted by the applicable provincial or territorial legislation.
POLICY STATEMENT - ALCOHOL
Regardless of age or provincial legislation, cadets are prohibited from purchasing, consuming or having alcohol in their possession while engaging in cadet activities.Cadet Officers and instructors shall not drink alcoholic beverages nor be under the influence of alcohol when they expect to be, or are, in direct supervision or training of Cadets.
All Navy League activities must be planned and conducted without the availability or consumption of alcoholic beverages, unless prior consent has been obtained and parents/guardians have been fully informed.
Organizers of social events for adults, to which cadets are invited, shall ensure that cadets have access to non-alcoholic drinks and that the policy of no drinking by cadets is understood by the hosts and cadets.
POLICY ON DRUGS AND PROHIBITED SUBSTANCES
The Navy League of Canada maintains a zero-tolerance policy regarding the unauthorized use, possession, or distribution of drugs and prohibited substances.MEDICALLY PRESCRIBED SUBSTANCES
Individuals who are prescribed medication by a licensed medical professional are permitted to use such substances in accordance with the prescription.Volunteers, officers, and staff must ensure that prescribed substances are used responsibly and in a manner that does not impair their ability to supervise or ensure the safety of cadets.
The use of medically authorized cannabis is subject to the same restrictions as other impairing substances; it must not be consumed during Navy League activities or in the presence of cadets.
Parents/guardians of cadets who require prescribed medication must inform the appropriate supervising officer to ensure safe handling and administration during Navy League activities.
ENFORCEMENT
Any violation of this policy may result in immediate disciplinary action, up to and including dismissal from the Navy League of Canada and may also be referred to the appropriate legal authorities.For any questions or clarification regarding this Drug, Alcohol and Smoking Policy, please contact the National Office by email at national@navyleague.ca.
